Cold Progression
When taxes rise faster than real-terms incomes, because tax rate thresholds are not adjusted for inflation – a form of “stealth tax” known also as “bracket creep.”

Reuters reported that Germany planned to stimulate its economy by reforming the tax system:

Volker Kauder, parliamentary leader of [Angela] Merkel’s conservatives, told ZDF television on Tuesday that on top of these measures, the package would also address so-called “cold progression” – the process by which taxpayers are shifted into higher tax brackets even when real incomes have not grown.
“There will be not just a change to the threshold and the entry tax rate but there will also be an adjustment to the tax groupings so that we can get into (tackling) cold progression,” Kauder said.
Reuters also quoted a taxpayers’ lobby group which claimed that a German worker earning 25,000 euros whose income doubled to 50,000 euros would pay three times as much income tax.
